Betrayal and Manipulation

Rebels are gathering at night to organize a Coup in the city! But the Inspector has spies in every street that will send him Tips through Letters on the next day. Your job is to Manipulate the Letters so the accusations dont hit the Rebels. Gameplay: Select a building with a Letter to use the Letters Stamps or a building with a Rebel to use the Tip Stamp so the Rebels (Portraits with Green framing) are not hit by the accusations (Red Buildings).
