One Well is not Enough

Now, the village has been facing a massive drought, all the residents are eager for water. Thus, one wiseman in the village asked you a favor - to set up wells for them. Different houses hold people of different number, and wells differ in the area size of earth they moisten. Your task is to figure out the best solution to supply all the houses with adaquate water with the wells of limited number.
