War never changes (Tervor Phillips)

In this game you have to kill all terrorists and as little as possible civilians. You can storm a building: All terrists will die but also half of the civilians, you can save the civilians (only if there are no terrorists in the building), you can bomb a building (everyone in the building dies) and you can drop a nuke (dont do it)
