I'm rating the thing that exists in 2026, not the thing that shipped in 2013.
What exists now is a storefront. Launch the game and you are in a menu asking you to buy currency. The campaign — which is genuinely good, I'm not disputing that — is a wing of a building that has been converted into something else entirely. Eleven years and no single player DLC, while Online got submarines and a casino, is not an accident of scheduling. It's a decision about what this product is for.
I dropped it about six hours into Online after realising the grind is calibrated to make the money cards look reasonable. That's a design goal I'm not interested in participating in.
A C. The campaign would be higher. But the campaign is not what this game is any more and I think rating it as though it were is letting them off.
