Read the books before the first game came out, so I've watched this adaptation develop across three games and a decade, and this is where it finally worked.
The reason is the side quests. Sapkowski's stories are mostly about a professional monster hunter discovering that the monster is the least complicated thing in the situation, and The Witcher 3 is the only game I know that builds its optional content around that idea consistently. The Bloody Baron is the famous example and it deserves to be, but the pattern runs through dozens of small contracts that start as a bestiary entry and end somewhere uncomfortable.
Hearts of Stone is better than most full-price games and I'd argue Olgierd is the best-written character CDPR has produced.
Combat is the weak axis, it always was, and an 8 is generous. Everything else is as good as this medium gets.
